The palace of National Bank (Narodny Bank) affiliate in Uzhhorod was built in 1933 according to the design of Prague architect František Šrámek. The design of the three-storeyed neoclassic building has protuberant main façade; portal that imitates simplified order system and complex configuration roof. Four allegoric women sculptures crown the portal made of Slovakian rhyolite.
The general builder that erected the National Bank of Podkarpatska Rus in Uzhhorod was the local company Havlík & Říčař, founded in 1924 by two partners, the former officers of Department of Public Works. The company of engineers Havlík and Říčař, having its central office in Uzhhorod, quickly became a serious developer. The partners were engaged into construction of residential and governmental buildings, bridges and big industrial objects, e.g. they participated in Keramos Brick Plant construction.
